coldkey-swap-announcement

A coldkey's swap state (execute block, new-key hash, dispute, recovery lock), or None.

This is the swap-check status: ColdkeySwapAnnouncements stores the block at which the swap becomes executable and the BlakeTwo256 hash committed to. recovery_locked is true after root reset_coldkey_swap_keep_locked (stored dispute block 0): the coldkey can only make swap calls until a successful swap or a full reset, even when no announcement is pending.
